CATAAlliance continues its series of public policy advocacy meetings with key Ministries with mandates affecting Canada’s innovation and entrepreneurship competitive performance.

In our meeting with Elliot Hughes, policy advisor to the federal Minister of Finance, the Honourable Bill Morneau, CATA CEO, John Reid and Sr. VP, Russ Roberts addressed four areas of shared interest:

Making the case for a 3 billion dollar SR&ED tax authority

Making the case for a Canadian SBIR program

Adopting an R&D Acceleration campaign

Developing better models for government procurement

About Elliot Hughes

Is policy advisor to the federal Minister of Finance, the Honourable Bill Morneau, PC, MP, having assumed this role after serving as past CIA (Canadian Institute of Actuaries) manager of public affairs.

At the CIA, Elliot worked with leaders to help move the yardsticks on the Institute’s strategic goal of being recognized by the Canadian public as the leading contributor to dialogue, analysis, and solutions in all areas related to understanding and quantification of future financial contingencies and risks.

He did this in a unique and determined way with the Pension Advisory Committee, the Public Policy Committee, the Health Committee, and with the CIA Board and leadership. Elliot produced excellent work on public positions, the Institute’s Ontario Retirement Pension Plan (ORPP) engagement, handling the media, and leading the team that produced the impression audit report for the Board.

His political experience includes: serving on the Ontario Desk-Leader of the Official Opposition, Co-Campaign Manager for the Martha Hall Findlay Leadership Campaign, Special Assistant - Liberal Caucus Service Bureau, Political Operations for the Liberal Party of Canada - Ontario, and Volunteer for the Paul Martin Leadership Campaign.
