Input sought of CATA membership on the cost firms incur when using the SR&ED Program: Innovation Nation Advocacy

Below is an invitation from the independent expert panel reviewing federal support to research and development chaired by Tom Jenkins asking for our input to be used in their review of the SR&ED program. 
 
The questionnaire was developed by the Panel's Secretariat and Ekos Research Associates Inc.
 
The questionnaire assumes a relatively hands-on knowledge of how your firm develops its claims and your experiences with the CRA.  For input to be effective, we suggest that the individual or individuals in your firms who are most knowledgeable of current experiences with the SR&ED Program complete the questionnaire.  The questionnaire focuses particularly on your claims in specfic years.  In our experience, these years may or may not be relevant to the Panel's understanding of the current costs and impacts of CRA's new positions.  In the ITC sector, we are hearing that the recent, very restrictive concepts, positions, and review practices are just now being encountered in reviews this year.  If you have comment on these issues and the costs of them to you, including the impacts on the efficiencies of your development processes, you may wish to include your observations in the box of the questionnaire that allows for additional comment.

The Government of Canada has set up an independent expert panel to undertake the Review of Federal Support to Research and Development (R&D). For more information, please visit the Panel’s website: www.rdreview-examenrd.ca/.
 
The Panel has been asked to oversee an assessment of federal programs that support business or commercially oriented R&D, including the Scientific Research and Experimental Development (SR&ED) program. It is to provide recommendations about the effectiveness of programs, whether the current mix and design of programs is appropriate, and ways to fill any gaps that are identified in the suite of federal programming.
 
To better understand the SR&ED investment tax credit, particularly the costs associated with accessing the program, the Panel is conducting a survey of SR&ED claimants. If your firm made a SR&ED claim in 2008 or 2009, the Panel would very much appreciate your participation in this survey. This is an opportunity for you to provide feedback that will help shape the direction of future support to R&D in Canada.
 
The survey is being managed by the Panel’s secretariat, which has engaged EKOS Research Associates to conduct this survey in order to ensure your answers remain confidential. The survey is being administered in accordance with the Privacy Act and other applicable privacy laws. SR&ED program administrators will not be informed of whether or not you have responded, nor will they have access to your responses. Your decision to participate in this survey is purely voluntary and will not impact your relationship with SR&ED program administrators in any way.
 
For those who wish to participate, we would ask that you please complete the survey no later than May 20, 2011.
